Safe seating?

I've been asked about my position on crowding students into seats.  This transporter asked, referring to my video "PUTTING THE BRAKES ON HARASSMENT: TRAINING FOR SCHOOL BUS DRIVER, "you show middle and high school students sitting two to a 39 inch seat, as you can see two is fine. What about 3 football players in a 39 inch seat (13 inches per player)? traveling down the freeway at 65 mph?
Is there protection for someone sitting halfway on and halfway off?"

 

What do you think?  I'm of the opinion that, if litigated, a school district could be pretty vulnerable to liability for injury that can be shown to be directly connected to this seating practice.  I'm interested in "the standard of the industry."  I'd like to hear from you.

Even though bus manufacturers say seats hold 3 students, I can't imagine allowing seating like this. It blocks your view out the back door and eliminates the protection provided by compartmentalization. I made a video showing what happens to kids who aren't sitting correctly; sitting half way on the seat is one of the positions we tried. At 30 mph I hit the brake and the student went flying up the aisle and landed on her side 5 rows ahead of where she'd been seated. The video is pretty eye opening. If anyone would like a copy of it I'd be glad to share.
